there's an option for that in debug menu, go to worldbox settings then click the setting button that appears. after all of that you will see a burger there and click it 10 times until a green bug appears in top right corner of your screen

click it and scroll down, find an option called "CityFastPopGrowth"

keep in mind that a village cannot having more population than intended if they didn't have enough space/house for the population

there's also an option in debug menu to bypass this called "CityUnlimitedHouses"
