How about adding "culture dusts", for example lets supose that we have a human village and we trow them a "Militar culture dust" that changes how they behave, in this example they would build more militar bases, be more succeptible to declare independence and be more agressive than an average villages. Same way a "Pacifist dust" will make them friendlier towards other creatures/nations, spent more resources in building fountains and temples, kinda like Avatar's airbenders. And there could be more of these "dusts" that alter how villages will behave.

Make village or city setting where you can change the village population using digit command (ex: there is a text box with current city population, so you can type 10 or 500 or 1000) instead of just having to spam a single person spawn button. Also you should add a dial in the city info (with he rest of the things I have recommended) that allows you to manually change how advanced in technology they are. So, when you first make a village normally, they build fires then huts, then wooden cabins, then stone building and villas like ancient rome. Make it where you can go even further to medieval era and technology. Also allow player to change what era their city or village is in with a dial to set up cool world's and scenarios.

add rebel units,they are units that rebel their race,they are friendly to other rebel race like they will not fight even they are rebel humans and rebel orcs,they will hate the normal races(they act as bandits but dont throw bombs,to know if they are rebels,they will wear black leather jackets)
