found a way to make update download work
Guide

go to launcher options in upper left, clean temp folder and enable automatic updates of the game. close the launcher.

right click the launcher and left click "run as administator"

it started downloading as soon as the launcher opened.

hopefully this helps, have a good wipe.

i agree. spikes can be caused by bad wiring in the building. faulty power supply or even ram. i always reseat all my parts when my pc is stuttering. Ram, Card, even cpu. I check to make sure my thermal paste is not dried and cracked up.

if ur pc builds are all exhibiting that "spikes" i would reccommend getting an electrician to ensure the wiring in your building is properly grounded. Actually in fact you can get battery terminals that can help with power spikes to keep the PC load stable. before it even gets to the power supply. but they are like 300$
