from my experience if you want to finish the quest fast, just go underground stay there and hunt scavs. wait a few minutes go up to oli kill the scavs. wait a few minutes go to another store. if you want to leave go to the highway (railroad extract) and kill the scavs over there. lots of waiting but you will get some scavs atleast

searching things, especially bodies, is good for xp (feeling up corpses is good for a man’s personal development apparently)
surviving a raid multiplies your xp gained in it by 1.5 so it might be best to just play it safe and leave a raid while you still can after you get some solid xp
