Unfotunately I am not aware of any real "fix", but you can try to find a safe spot, exiting the game with ALT + F4 and reconnect.

That's all maps, it's just more noticeable with interchange since the scavs primarily spawn inside, close to the points of interest.

Not really, you can spawn with 366 AP, level 4 armour, a bunch of meds, FALs, etc.

If they had worse weapons/ammo consistently but larger backpacks they'd actually fulfill their role as scavengers, grabbing up the overlooked or leftover loot late in a raid.

I spawn with level 3+ penning rounds and armour and meds all the time as player scav, and I use that to dunk on PMCs because I spawn in advantageous positions and I don't need to worry about scavs.
