By unresponsive do you mean the cursor isn't moving properly or you move an item and it takes ages to move/flashes? 1st is your issue, 2nd is likely servers.

I noticed a repeatable issue with green flare extracts:
If I keep the green flare in the special slot / pockets and fire it, the extract does not activate. I still get shot by the sniper as if the extract was never triggered.

However, if I put the exact same flare into my rig and fire it from there, the extract works immediately and the sniper no longer shoots me.

I’ve tested this multiple times and can reproduce it consistently.
Seems like it’s not a one-time glitch.

Perhaps this is your issue: Alot of people don't realize they have to click the "Visit" button in the top right on the trader screen to advance the storyline (which also unlocks maps and more traders). To be fair it's pretty small and not really well communicated by the game.
