I leave the area then come back to see if anything spawned after awhile and still nothing. Not even anyone else killing any either in the raid.

I get they might not be there right away but after waiting entire raids and still nothing it seems somethings up or something? Idk

You should have a main objective in your raids first, I found whenever going solo, if I was aimlessly wandering around, I got caught much more, than if I had 1 objective for that raid. If I had a quest in customs per say and it was to go to forms, I would go to forms, and most of the time I would find people there

You tend to get found a lot more when you don't know what you're doing, and you tend to catch people more when you do know what you're doing

You do need to do special things, like know which areas have bugged lighting in which directions, and know all the server-side audio bugs so you can actually reduce sound when necessary

Also bugging occlusion zones during fights is a big intentionally-used bug
