This is speculation, but I think many streamers like Pestily tend to have an easier time navigating because they are playing on low traffic servers. For instance, Pestily is playing on Oceania, some people play on Amsterdam even though they are East Coast US, etc. This means that they are able to play without as much background traffic flowing through the server and putting a load on the UI.

I would remember that After Action and general UI, from what I can tell, is separate from the server you load into. You essentially are disconnecting from a game lobby and reconnecting to a main
so framerate and such should have zero bearing on your performance on UI
