I can tell you that a i7 7700 and a 1080 will run most maps at 60+ fps on 1440p
Just when you look across a whole map it drops to 30 when you are on any of the big maps

I'd reccomend playing very slow and bringing a 74u or VEPR KM with you, keep the 74 on single and take your time making your way around the map.

Making good use of Offline mode to practice against scavs and learn the map is a good ideas.
