There really is not 'best ammo', There's ammo that's good at specific tasks and general purpose ammo. If you talk to ten different people, you'll get ten different answers why different ammo types are the best.

But generally you wanna balance Armor Penetration and Flesh damage.

Or use 7n1 or M80 to just one-tap everything sub Level 6 armor.
