You could - but it won't help you much. Most people keep their hideout in mind while playing, but trying to focus it first and foremost won't get you far. Focus on not dying, tasking, making money, and looking for hideout items along the way.

There's not going to be avoiding the crazy, there's just going to be more players playing. You'll also have people going for the same loot as you, even if you just try to grind hideout items. It's not going to give you any less resistance

I actually wouldn't suggest practicing with the best gear you have, if anything I'd do the opposite. If you can master offline mode and scav killing with cheap guns you'll be way better off online - whereas practicing with your best gear sets you up to fail when you try to play with anything budget.
Offlining with your best gear can be super fun, and helps alleviate some gear-fear, but be careful about only practicing with good gear

If he just got to level 3 in the menus, he might just have to do a reset. Going into an offline raid and then back out, or restarting altogether will make it pop up. Obviously accept gunsmith pt 1 first..
