no - you can. The way P90 and similar SMGs work is that you compensate for low pen values with rate of fire. You will get through T5 armors as well if you just pump em full of bullets

AHF1 is a pain in the ass to get. Randomly on a scav or sanitar are the only methods I can think of if you don't wanna go labs.
I find L1 a lot in the water treatment plant, if you clear it a few times you're bound to find one.
