I believe it is usually when there is something major coming to the game like maps. They won't do it for something easy, like a small balance or something.

Some of the events are to test stuff or shake the economy. There was the one where you couldn't buy body armor and the one where you got dehydrated faster. If they, say, did seasons in the game where in summer you lost hydration faster it is good to know how people react.

There was also the event where Fence gave you a quest and rep. They tracked the number of players killed by player scavs, scavs killed by player scavs, and so forth. Basically they want to see what the reward/punishment system looks like and if it needs tweaking.
