It means that your character while retain momentum, it will make movement harder for the most part. For example without inertia if you strafe right and then start strafing left it will happen instantly, but with inertia there will be sort of a delay when switch the direction you were strafing since you already have momentum in the direction you were originally strafing

well the way it works is whatever tactical device you have activated, it effects your hipfire accuracy. In fact, take an m4 without a tact device on ur hideout and spray it on a target, then put any tactical device, turn it on, and spray
IRs are almost invisible to other players so they can have that extra accuracy without being too exposed, e.g with a flashlight/laser you can clearly see it.
