Find a gun you like, use it over and over. Don't use scav guns as the accuracy is way too low. Distance is typically your friend unless you're really good close up. However, if you have trash ammo - you won't kill anything besides timmy's and scavs.

virtually all scavs run the super perf slugs, 7mm buck or magnum. The super is the only one that won't pen it - but its the least common by a mile. So 95% of shotty scav will kill you anyway

Its mainly a line of sight issue. If he can't see you, he won't agro. But if any scavs or his goons see you - they'll all know your position from 200m+ away. Otherwise, his LOS is generally limited to about 150m from my experience.
