That's never easy to do. It is time-consuming, they have to find proof that this person hacks and isn't just really good. Like so many people complained Shroud is hacking and he actually looks like a hacker, except he just dumps 12h/day every single day into games and has a killer rig that gives him a serious advantage in terms of aiming. You can't just put someone in the blacklist just because they snapped more than usual.
