Only thing a scav can do in terms of quests is get you FIR items to hand over, so no, objectives like that can not be done as a scav
You can do quests that require you to just find regular items as a scav. You can not do quests that require you to for instance pick up the watch for Prapor, or get scav/pmc kills.

Raiders I think are neutral unless you get to close to them. You don't lost karma for killing them, so they won't be you friend, but also not their foe unless you get in their way
