To meet requirements you either buy or sell stuff to him. Best way to do that over time is to find what gun parts you could use more often and buy those when you use said guns. M4s and sights is what I personally used to get the money with him
And when I needed 1k to still do it, I wasted money by buying and selling back stuff to him
