There's no such thing as weapons tier list in Tarkov. Although some guns can be modded more than the others or provide better bang for the buck it's the bullet that actually kills, not the gun, hence many veteran players will advice new comers to opt for SKS at the beginning since it's far from being the best gun (it's not even good compared to others) but it allows you to utilize BP ammo which is capable of killing even players wearing top tier armor.
