Upgrade workbench in Hideout. Go to flea and examine every weapon and weapon part. Then Right click on a weapon and "edit preset" Will let you swap in and out all the parts for the weapon (as long as you have examined them) even if they are not in your stash.
Can see stats as you go.
That is a picture of the edit preset screen. As an example I have the pistol grip drop down box selected. I have none of those grips in my stash but can see them. Little box on bottom left will have weapon stats.

The middle of the mall can be but there are plenty of areas to move around undetected. It actually has a ton of loot that spawns there too. Shoreline loot is often locked behind doors.
The pier on shoreline has some but it's a snipe zone. You can run the hidden caches on shoreline and that can make $
Interchange however is full of the stuff that sells well. Tech/hardware. Oli has 10 or more PC you can loot plus shelves with gasoline cans, water filters, hoses, motors.

I got hideout maxed out and to me its the best thing ever. I craft good ammo in workbech. I craft armored rigs. I get around 4-5 bitcoins perday. Out of raid healing/energy/water is super fast. Shooting range is nice and a bit of gambling with the scav case is fun.

Honestly, you can probably get the 8 aquamari cheaper on the Flea than the cost of a superwater + tube, if you sell the super water. Either way, buying chocolate and then selling the moonshine, to then buy the aquamari for the rigs will be best value for money I think
