The higher the better the armor is. A tier 4 armor is (in generall) always better then a tier 3 armir

Its the combination of material + durrability. Since diffrent material breaks faster or slower. So depending on the combination of material and the durrability, a armor gets worse or better.

So a armor with the good material can be more effective with a lower durability, then a higher durability armor with bad material

On tarkov ballistics we actually provide a range on typical shots to penetration or shots to 85 damage because of this. Seeing the range helps out a bit with understanding " by how much " the differences within an armor class CAN matter.

the abilities make it more complicated than csgo

which makes the pro scene crazier
