If they shot you first, and hit you, you can kill them and gain scav karma, you can kill ai and player scav's, but at a lose of karma. The lower your karma goes, the longer your scav timer gets, the worse kits you get, and eventually all scavs will attack you automatically

Typically yes, sometimes player scavs will shot at you thinking you're a pmc, f1 to do a scav voiceline to clear up confusion
