It very much depends on whether you're saving for later tasks. you can always use https://tarkov-market.com/ and the info it provides for quest/hideout/barter/crafting requirements and for flea prices.

For example, if you were checking 'Bolts' you would type it in and see this screen. You could then decide if any of those quests or hideout upgrades are close enough to save for, or if the extra money you'd get on the flea would make it worthwhile to hold onto until you hit level 15.

Items found in raids have like ✔️ in a ⭕ for example the BP bullets

Any time you see "Find/Found in Raid" to describe an item, that item can only be obtained a few ways. FIR (Found in Raid) items can either be

1. Crafted
2. Received as a quest reward
3. Found within the raid it spawned in, and successfully survived with.

If another player brings an item into a raid, and you kill him, that item won't be FIR as it didn't originate within that raid.
If you grab an item and put it in your pouch, but die, you'll still have it, but it will lost it's FIR status because you didn't successfully extract.

This is important because just about every quest that requires you to find any items, also requires those items need be FIR.
FIR items are also the only items that can be listed on the flea market, which makes them far more valuable.
