All bullets have penetration and damage values
There are 6 armor classes
The pen required to pen class 4 is 40 for 99% 48 is like 80%
This general rule goes for all at a level of 10 so if you want to pen class 3 you need 27+ to pen it consistently and this scales with all armors
The pen requirement of armor is the class multiplied by 10 with a general wiggle room of 3 penetration
Armor becomes less effective as it takes damage allowing for weaker rounds to go through when the armor is damaged enough
