Yep, definitely Raiders and not Usec Rogues.
Raiders (or specifically the train raiders on reserve) might be bugged with regards to player scavs. They could be treating you like they're player scavs so they dont shoot you until you shoot them. It was a bug last wipe. @bold kernel
It could also be a one off where they just goofed and didnt shoot you. It might not happen like that consistently again. More testing needed.

boss guards will shoot you after a warning sometimes; they will just shoot player scavs without saying anything.

Reshalas guys on customs are called Zavodskoy, shturmans guards on woods are called Svetloozerskiy, reserves boss Gluhar has different names for his guards so its a bit harder to tell but Gluhars guys all wear Blue Camo pants like Reshala guys on Customs.

let the boss kill you if you cant run away; the negative karma is not worth a shit ak and some 545 bt from reshala

I let so many player scavs kill me and bosses because I didnt want to risk my karma. The loot is not that important. The karma is, to me. Scav runs every 5 mins pay for themselves, no loot collection required.

if another pscav is around they will do the same, anyone who doesnt usually is a PMC or a bad scav.

The scavs spawn in pretty consistent spots and usually give you a fair bit of warning before opening fire. The important part is to break line-of-sight with scav once it’s aggro’d on you and do not peak the same angle twice— they’re basically an aimbot on a timer and if you stay in their line of sight for too long will they will head shot you

Then you can decide what things you'll need soon enough, and which items sell for enough, to hold onto. This is quicker in the long run and more profitable, but is tedious.

Option 2) Set a particular goal - maybe two or three hideout upgrades you want and get your list of like 5-10 items together. Sell everything else. This is the most "to hell with inventory management" approach, and you'll certainly sell things that you'll need again or could have sold for more, but you'll spend much more of your time in-raid.
