It depends. If a player scav kills an AI scav, it might be because of the loot they wearing, sometimes AI scavs will pick up random weapons that are on the floor, I've seen AI Scavs with MDR's or fully modded M4s
Now, if a Player Scav kills another Player Scav, it might be because of greed or to ensure that they aren't killed first
