I'm not really sure how many safes there are on shoreline, but customs has 5 in the dorms area + 1 if you reach any of the extracts, stashes also have a really good chance to spawn safe loot(including flash drives) and your run from dorms to zb would make it so you loot ~11 stashes
I'm also fairly certain every other raid has a guaranteed flash drive spawn in the stash next to passage between the rocks
Inter doesn't have a higher spawn rate, it just has the most pcs in the closest proximity, though flash drives spawning in pc blocks is still quite rare
