Can you go to Start > type "view reliability history" and see if there's any error entries for when you crash? Look at the details and look for the fault module name for a clue to what's causing it.

Lowering resolution if you're on 1440p to 1080p, maybe lower textures. This happens after patches sometimes, where 16GB is not enough for some people.

When you move the game files folder you will just see "install" in the launcher. When you have that, there's an option above the install button to choose an existing folder.

So once it's moved to the program files (x86)\ folder you can re-link without having to redownload the game.

yeah it can take a while sometimes. I'd suggest using the manual install method in the pins so you can extract the zip every time instead of reinstalling or repairing, trying to fix the problem.

Advanced again, and change the paging file size
Select an SSD drive
Untick automatically manage paging file size for all drives

Once you’ve entered your size of virtual memory, click Set, then click OK to apply the changes.
After that, restart your game and give it another go

As long as you have that set though, that amount on your SSD will not be available

If the game was just deleted without uninstalling it you will need to install it to the folder it was previously in and uninstall it. I can however give you a link to a troubleshooter that may fix this for you without installing, but in reality you can just reinstall and the problem won't cause issues.

If you are trying on other network connections and still are blocked I'd suggest to try another browser on another network again.

Being blocked on more than 1 IP makes me think it's something your browser is doing.

set up a hotspot on your phone with 4G internet (data from provider)

connect it to your pc and it should allow you to log in.

Using a vpn that is not blocked should also work. You can also try rebooting your modem and router to see if you get a new IP.
