I've found out why the goons have like infinite range of detection theory according to people here, they are using the pillagers as squadmates, if the pillagers spot you and the goons are in the map trust that they will be soon coming for you.

I died in customs doing the setup quest while fighting pillagers, and I wasnt anywhere near the stronghold or anywhere that can be seen by goons.
