I'm sure you already set everything to the lowest possible settings and activated the low resolution streets setting. A static scope tends to have less FPS issues. There are some pretty easy to pick PMCs over on the left-hand side of the map, near the CCCP museum. You can usually get enough to finish SBIH there in one or two raids.
