If you don't have access to ammo that's atleast 50+ pen value you're better off either getting a high ROF weapon like a Kedr or a PPSH and load it with the highest damage ammo you can and try to spray his legs when you see him. Killa is very aggressive but you can use flashbangs / grenades to fuck his pathing when he charges you and get him off of you for a moment. His faceshield is level 6 armor, but his helmet is only level 5, same with his armor. So aiming for his face isn't advised, if you can hit the side or back of his head you'll have a much better time.

Even with low pen ammo, if you have enough rounds and a high enough firerate you'll eventually pen his helmet and kill him. But that's more a matter of who sees who first and who has better cover.
