for a switch you have to have an ip of an address on that network for arp to work

so you have to be on the same layer 3 network which is typically in the same layer 2 domain, same vlan, though there are exceptions.

so yes, ARP has to work first before you can use any layer 3 protocol

I know that you are 15 but yes, you need ton put in alot of time and effort. You have several years of learning and alot of free time compared to later in life and when you get older (18ish) you can start bug bounty hunting on bugcrowd, hackerone or other sites for money and experience.

I'm not sure of the demand rn (since the mass layoffs a few years ago, haven't paid much attention), but historically pen test internships were definitely a thing
red team specifically, not so much --- because there's a shit ton more liability there
