You sort of need one of those Linux USBs to boot from a Linux USB. ;D

If you don't have one, you'll have to put the drive you just removed back into the laptop, then make a bootable stick (Recommendation: If you are on Windows use "Rufus") and then remove the disk again.

After that, you can insert the disk that you want to recover and the USB stick, open the BIOS, boot from the USB stick and then mount the Windows disk with the mount command.

Ok, what you need to do is: Get a computer with either Windows or Linux on it and make a bootable Linux USB. If you cannot do that, get someone you know to make you that stick.

Once you have that in hand, you will be able to relatively easily recover your data.

It's probably an error with role permissions. after research, to answer my own question, no you can't whitelist subdirectories of a domain with chrome's built in stuff. Might be possible with extensions, but definitely not possible normally.
