kali is built on top of debian, and uses .deb packages. anything that's built as a .deb will be usable on debian/ubuntu/mint/etc. but .deb packages aren't compatible with not-deb distros, like arch, fedora/rhel, etc.
so the tool would either have to be packaged for arch, packaged in an agnostic format (i.e. flatpak, appimage, pip, etc), or you'd build from source

arch does have the AUR though which has a lot of the software not specifically packaged for arch official repos
