DHCP requests can be caught by network monitoring software such as Wireshark. You can look at the MAC address and determine the manufacturer.. but in my case, I noticed that it was a certain IP address, and browsed to the web admin page, noticed the device type and looked around until I found the person who had it on their desk.

That's a good question. We could have denied the MAC address, but really we try not to do that on the network. Tracking it down and telling the person that what they were doing was causing execs to not have internet access was better and more fun for me in that situation. 🙂
