You typically get that for upgrading your refinery... its been a while since I got the saladin, but I recently got it for Corvus/Vor'Cha and Northcutt at Refinery 52, so start upgrading your refinery and I am sure it will pop up.
And P.S. I think you are talking about Relentless Assault "Ship Ability Refit"
And It looks like Saladin was at OPS 28, so I would guess its at Refinery 27 or 28 (depending on your reputation [possibly] level also)

Oh, I didnโt realize. Then, yeah I would sit there. Do all of you research and max out all of your ships.
Make sure you do all of your research. And youโre doing your officer poles they help out a lot. And donโt forget this some useful research in the away team tree.

I'd also recommend joining the top alliance in your server or at least one of the top 3, that way you'll get the maximum help quicker, speedups and a ton of good stuff everywhere and will join way more armadas and waves to get faction credits
And get help in chat and discord from the best players in your server... imo there's no point playing otherwise lol unless you're a pretty casual player, but if you wanna progress in the game as best as possible then that's in the top alliances

- 38 and or 39 is way better to camp at if youre really gonna camp near there since at 38 you get the EX-borg faction and can get rid of (almost all) all the faction hostile kills for Daily Goals with the "Ex-Borg Sweeps"... But if you are underpowered, that may not help you so you'll need to make that decision.
- 39 gives you the next drydock, and
- 40, 41, 42 you can start refining G4 Uncommon, Rare and Epic materials in refinery.

I know a guy who has every prime, everything researched, he went to ops 70 and bought a lot of packs to reach T11 epic 70s ship and he still can't kill the orion hostiles even with leslie crew dosent work for him... Thats why I stucked on 69 for 2 months until I open the excelsior in f2p path because if I go 70 I could not upgrade the building anymore and even get any ship blueprints for more than 2 months or more...
