because it's a mission you haven't done yet. The tool doesn't take into account your ops level, warp range and stuff like that, just looks at "has completed" or "hasn't completed".
There are also missions in there that you can never do because you made a choice in a previous mission and the mission chain locked that specific mission.

Its odd though even with that. Because the building only mentions increases for every 10 lvs. Mine is lv 28 which is a 20% increase in challenge credits and 10% fkr. I crosschecked with jules vernes spreadsheet and there it says 1750 for common and 550 for rare occ cores. The amount i got is exactly 28% more for common and 23.6% more for rare. A 20% increase would be even numbers, so no clue why its those numbers

If you think Scopely treats its playerbase badly, look at the studio behind Foundation: Galactic Frontier, they launch a Valentine's themed event with a bug that allowed players to complete all the milestones and get a huge mount of good resources, the Devs in trying to fix it, they removed stuff from lots of paying players that was legitametely bought by them, in a effort to remove the stuff that was gained by using an exploit
