that depends on a) what server you are playing on. Each server has its own alliances. b) what you mean by active. Some are active at events, some are active at pvp, some are very chatty, some are very helpful to new players.
Usually there's a progression when you start out. At first, as a new player you're a poor gamble for filling the last spot on a roster, since you might learn you dislike the game and go inactive, and you're too small to contribute to events. So you start in a smaller alliance that supports new players, then as you grow and prove you're not a complete jerk, you can move to bigger alliances.

My recommendations tend to be:

Look at your serverโs top 25 โฆ they tend to be the most active.

Look at those that have folks near your Ops level.
-
If you get rejected because of not being at a certain Ops level, ask if they have a partner alliance you might be fit in with. Some larger alliances (at least on my server) have โfeederโ partner(s) where players grow & then move into the higher ranked alliance as space becomes available .

There are huge jumps at some ops levels due to defence platforms. For me it took 2 and a half years of very active playing to reach 4b+

If people keep their Relativity and GS-31 upto par for thier ops you could realistically skip basically all the G5 FKR ships and then skip straight to the G6Es. Would save a lot of mats/rss. Might have some ouch spots though.

Instructor spock is a daily goal reward prior to ops 10, then he disappears from the rewards and reappears in the ops 16 standard recruit box. So if you're at ops 10 or higher, you have to reach 16 to source him for the field training

Vindi is the worst, useless ship except for its refinery, you will outgrow it and it will quickly become useless
GS31 kills armadas just fine as well as normal hostiles and players which Vindi sux at ๐
