There's also a litany of things you can do to up the rep gained. FC Kirk has a skill, theres research all over. Some territories have a buff. There's officers that increase rep.
But from the little I read. It sound like your problem is crewing/research. If you're using a Max g5 epic with Field repairs (available in s31 store) you can kill for the entire 30 minutes less travel time.
snw pike(capt), snw hemmer(maxed), snw sam/pelia/una.
Bd maxed state officers kim/torres/neelix + Hugh, Chapel and Pic Hugh.
Also max the star path NS Morals SHP research and FC Kirks Morale damage skill.

hey @terse jackal while we got you here fairly big issue, player raised brackets during CoTA, and it put him in BOTH Meta SLBs letting him get double shards (he got 2nd in 66-70 bracket and 3rd in 71+ bracket)

well the shards haven't been sent out yet cuz there's a 24hr period before the claim but you might wanna fix that before he claims
