Torres and neelix seem pretty low tier, so at least neelix doesn’t make sense. Assuming you won’t go above 60s you might be fine with speed/loot crew. If you need pike try to get some more speed in with una, dane or even kuron. Paris, McCoy and Hemmer are usually overkill below 60+

Reputation is just another part of "dropped" loot. so a loot crew would be best which depends on what crews you have

Ent-E Picard crew is good, you can use his own crew to buff his loot ability (Data + Garrett is best imo) or swap data out and put 5of11 on the side of Ent-E Picard for a larger buff (if 5of11 over 60% loot buff, if not stick to data).

Astral Prime Particle in Tournament store says it's usable for Shield Health Boost Prime in the Galaxy tree, but if you go to that research it's just Shield Health Boost (no Prime in the name) and it requires Prime Dolamide instead...
