Basically Leslie procs on your after-battle HHP, with his buff removed.
Once you’ve gone below 35% you’re always below that unless another factor (field repairs, repair officers) increase your health past that stage for whatever reason.
So he always adds on 10% per round with Moreau as sidecar.

I have late night NA players that would have the most availability during APAC's time and morning ones that would pair best with EU. I figure the people in the other regions who can't make their time slot might be able to do the others
