It's for higher artifact development as stated. Once regular levels are maxed, and high enough building, you can start to unlock the remnant levels.

much like when officers are maxxed, the game automatically gives you transporter patterns instead of the officer shards, the game shoud automatically gives us remnant shards when a artifact is at the remnant lvls.

-this will reduce inventory quantity (and hopefully help lag)
-remove an entire section from the refinery
-remove dozens and dozens of clicks to refine artifacts into remnants

You then refine them using the refinery.

@heady moon the availability of the 46 silent hostiles really needs evaluating. Seems to spawn 49s at most, and the one system has to accommodate such a wide bracket - and those in higher brackets that can't yet hit their level.

Ships are then stuck in those systems to not waste the token, using crews needed for other stuff. It's gotta change.

And the reward difference between the two is really tiny, but the damage and repair bill is astronomical
