Sometimes you can get into two brackets of the same event. Probably bug/exploit but you can double up on good rewards

There's a rotating schedule of events that other players have figured out, with a combination of 12 and 6 hour events. Given that we're in the final quarter it's difficult to say exactly what day you're in unless you keep track of it.
Given that each event is separate from each other and that back to back officer recruitment events don't look to be a thing in this part of the day, I think it's more likely that you're in either day 1 or 11 of this schedule and that this was a 12 hour event (and we can confirm that after dailies reset by comparing the new events to the player made schedule).

No. DPR is essentially an average damage figure based on the firing pattern (not all weapons fire every round), crit chance and crit damage, and would have to be based over a number of rounds, so generally it will tend to be lower in a round all things being equal.
There's also specific issues to consider, such as stated numbers when in dock do have a bug that can lead to them being overstated, so comparing numbers stated when docked is generally not ideal.
There are also several bonuses that will not be included in the stated DPR that can lead to it understating the numbers.
And if you're fighting other players they can also use officers that reduce your real damage output, but again won't be reflected in your stated DPR.
Tldr: it's a pretty useless number for the most part.
If you want to compare actual and expected damage you should instead look at the base weapon stats and manually calculate the bonuses in effect to get an expected final damage range.

this is how it used to work. If not at qualifying level, players missed out as the missions were never reissued.
by scopely doing it this way, everyone can accept the missions and archive for when they're able to complete.

But there are other places it may be useful, like golden hostiles, Armadas, base defence, etc

Not me that does any releasing, but because you won't find any actual support staff here you get a few of us trying to help where possible 😬
Next step in bug fixing would be a device restart and failing that a reinstall (but you need to be ready for account recovery before doing anything like that, so don't do that unless you're across this process also).
I think you might be best to email or use the in-game system to contact support though, I would include your device details and client version for them. I doubt they'd suggest anything that hasn't already been suggested, but they may pass on the device and version details the Dev team who may then be able to reproduce and patch the issue.

And yes, bug is just the timer showing incorrect times, actual refresh times are static for your server. Typically this means you won't be able to use "refresh now" though, unless they uncoupled them with the patch..

Let's assume for example that they give you an officer with up to 20% hostile damage reduction. You then run Pike, Chen and this guy. That's (30 + 20) X 1.4 = 70% + the 30% basic research.. 0 energy damage.
You'd either need to limit it to 15% max and then rely on Picard synergy (and will be closer to PMT than PMC, but that's usable at least), or make it a captain maneuver capped at maybe 35% with one synergy (but then would probably be a little low without synergy, and then we now get the problem of zero damage with the baby jellyfish (finally I can kill sol traders!)). So.. not likely or not likely to be great 😅

Hello. I think I experienced a bug this morning.

I brought a 24 hour shields last night est 2am.

I was attacked this morning with shield down. My alliance told me and I stopped the attack after only about 15 minutes. I am really sure I used the shield for 24 hours. I bought it from the alliance store. I make mistakes like most of us and I have been attacked a number or time. It’s an intricate part of the game ; I understand this and this is not sour grapes.

I am relatively sure this was a bug. This is the first report I have made. I was advised by one of my alliance members to report it. Please let me know if your able to check the logs and see this purchase. Thanks for the help.

And yes, does look to be worse for people since the update, which could potentially be related to them pushing more settings to the servers (or higher activity levels with the release of the new content, or a secret change they made, or any number of matters that are even outside of their control as latency issues can occur anywhere between client and server).

Expected uncommon ore cost based on your shown research: 5250 / 1.08 = 4861.
I'm assuming that you also have efficient ship upgrades level 3 from territory research for an additional 13%, which would make the final stated cost 5250 ÷ 1.21 = 4339.
The bonus for Romulan ore while not reflected in the stated cost is reflected in the amount taken, so actual uncommon taken will instead be 5250 ÷ 1.25 = 4200

Memory leaks galore, doesnt seem to be linked to anything that i can reproduce. Game used to run 4-6hrs without leaking prior to yesterdays beta update. Since the update, it's every 15-20mins if i'm lucky.

Actually intended to be possible, but there's meant to be a warning if someone else has already started IIRC. If you send it in to customer support and explain that the other wasn't shown as started and that there was no warning they may refund your directives.

My guess would be that it's probably now coded up like the have done most of the events recently where the bonus only works if you attack. Try attacking and see if it gives you the bonus points for your total score (not the popup because it wont show it there).

The popups are almost always wrong for bonus points.

I've got the same problem. I bet it's caused by their change to store your preferences in the cloud. They probably forgot to also store them locally to use between app startup and when the app can contact the cloud to download your preferences. It's super annoying.
