As for the gameplay changes a huge update(2.0) was released few days ago and brought a lot of changes to the game. They completely reworked police system, perk system and cyberware, changed crafting, improved combat(mostly through new sweet perks), improved driving and a lot more. They changed so much that it kinda feels like a different game(there were also other changes along the way from release to 2.0, like transmog system for example). You can just try the new 2.0 update, see if you like it and then decide if you wanna buy the Phantom Liberty expansion.

That makes sense, the AS Val is filling the same role functionally (cqc powerhouse with subsonic capabilities for suppressors and more stopping power) but the ASH is just... bigger more modern and modular

I'd say its a good game in its current form, but i had literally zero issues, well I had one where the colonel was invisible in the ak disassembly scene, but that was a while ago well before the last two big patches we've gotten
I think it depends how far away the roadmap stuff is, as they don't really have estimates, so i can see it being viable both playing now, or waiting

it makes a backup every time you close the game, until it reaches a certain number of backups, then it starts overriding the older ones. if you open and close the game a bunch of times in a row, you can quickly lose any useful backups the game may have made, which is what happened in my case. never mind all that, though – it turns out some saves from a few hours back still work, so I didn't lose much progress.
