Wether or not it's a joke, it was something the devs thought to include. The limited nature of ammo, meds & such also add to the survivalist realist elements of the game. I don't think that Stalker is trying to emulate EFT in the sense of perfectly emulating realism (even it does a poor job, honestly) but it does try to take itself seriously enough to include these gameplay elements. CS aside (they could've just eschewed it out of lack of dev time to 'fix' or improve it, I can't possibly know)

Again, in my mind it would take no time at all to drop ammo into your mags in your inventory, instantly. You just have to refill your mags periodically when you have a few seconds of safety. No different to attaching scopes or silencers in SOC/CS/COP. Takes a few seconds between scrounging.

I always experience this with railroaded singleplayers, so that's fair. However, HoC is an open-world game. Of course, you'll also have to know when said weapon could actually be useful. As long as the ammo is not impossible to get, the weapon should still see some viable gameplay and thus add more weapon options

Considering 'Arcade shooter' is just a bastardization of 'Arena Shooter', which is... coincidentally what Tarkov is, it's literally different arenas where you fight other players in a map with a time limit... It's also not very realistic despite all the efforts made to be. Every element is 'gamified' into being simpler. You can't stitch on a leg that's been blown apart, for example. There's multiple such examples (like how guns are zero'd to one ammo only and can't be changed, or like how your character gets hungry after 5 mins of sprinting), but there's no point discussing them here.
