it's a very obscure patch... there was talk in GSC back in the day to release a really rebalanced "freeplay" version of SoC. The most fundamental change in it is the gun rebalancing. They buffed the outfits a bit but on Master the NPCs with weakest guns can still one-shot you with PMms if you aren't careful, lol. It's entertaining but can get annoying. Scopes are definitely a must

well, the most fundamental change besides that is also that different traders give you like... ranks... for different tasks. And you get all side quests available pretty much right off the bat. There's also a lot more free movement of NPCs and mutants

and continue fighting on the ground
