The problem is 3-fold.

1. You assume modder = some sort of lower lifeform. Modders range from remedials like me who can barely open a lua file to literal engineers from AMD/Nvidia working on mods in their free time.
2. It is easier to work on something with a solid base than to create something wholly new.
3. If it was that easy to match - other open world games would have matched what modders do. But even THEY do not. So obviously it isnt just Stalker 2's issue.

Zalissya got wiped on my end cause I wasn't bothered defending it for like the 5th time, but assuming it's saved Skif basically becomes Gaffer 2.0. Kazkovyi, eh I never liked that bunch, sold them out to Skull the first time, only stuck with them the second time to see the other half of the story. Rostok does seem to be the most plausible place out of all

Then again I always take the Ward ending, so maybe Ward would rebuild SIIRCA and Skif would get a place in there for all his service
