for me its from disabling a mod i uninstall the mod then loaded into a save and it reduced my move speed significantly and it stacks

i think the easiest way to fix this

would just be to add a check when ever you load from a save

or just have it automatically reset your speed

every time you laod

that would probably not fix the source of the issue but it would solve the issue

but ya its something with the ballistic rework mod redux when I disable it on a save that had it my character moves slower

if i load a earlier save and re enable the mod im not as slow

if i do it a second time I start moving at like 20% speed

the issue is

things in the game can permenantly change your character speed

but the game does not have fall back flags in the event this happens

so you are just forever stuck in slow mode
