i was reluctant because the ram seems to have alot of quality control issues...
The binning for RAM speed was more of an issue for the white Z790 Apex boards. The black Apex Encore boards(liek the open box one) were much more consistently reliable with high DDR5 speeds except for 2x32GB sticks. Even with the same BIOS revisions as the black Apex Encore boards, the white boards had issues. That's what came up in conversation on Discord about a month ago. Seby said something similar on the HWBOT discord. There is also the issue of some of the better binned DDR5 not overclocking well no matter what board you put it in or what CPU you use it with.

As long as you don't care about knowing the exact battery (not using the LED indicator) then you don't need it, i have it installed but just not auto launch, downloading icue and having a Corsair headset auto gives you a licence for dolby atmos or something dolby anyway so if you're tuning the headphones you can use that instead
Its amazing how good an ultrasonic cleaner or dishwasher is at removing vaseline. You might not even notice vaseline and other materials were used on the board.
I also asked around and there is no such thing as binning that Z790 Apex Encore for memory fo CPU OC. So its not that it was returned because its a bad bin.
One of the top XOC people said if you can't get good memory overclockers out of the board its a skill issue, not a bad bin.

It basically comes down to selecting the best GPU for your use case. Due to Nvidia's market share, there are quite a few 3D rendering and video editing programs that works better with Nvidia GPUs.

7000 series improved in a lot of areas
There are still big gaps in performance with some software. There are still some 3D rendering engines and programs where Nvidia GPUs have a huge lead in performance even after the RX 7000 series release.
If you also add consumer AI into the mix, Nvidia also has a lead there.

ohh i was just trying to see which gaming laptops are best with ~$1k USD, i am fine with a 3060, 4050, or 4060. It will be for gaming purposes mainly, or photo editing and coding

Open box isn't exactly used. It's the lowest price you can find one except for used, which means it's not a terrible deal. The closest nvidia card you can do new is a 3060 12gb or 4060, which is miles worse. 6700xt at $320 new also performs a lil bit worse, id choose the open box 3070.

But open box was returned soon after purchase, it was used for a short period, not for months or years
The reason you're getting used stuff off individuals for that price is because it's not coming from the trust of a company
The 4060 ti is surprising, the 8gb at that price is poor value but if you do something with ai, cad, anything that requires high vram, at that price it's pretty solid
7600xt is coming out soon for around that price, correct? It also has 16gb
AI is the obvious target for the 7600 XT. Besides the additional memory, it's just an overclocked 7600. Gamers should ignore it generally.

Actually, this is one case where we can make the call without reviews because it's quite literally only an overclocked 7600 from 2.62 to 2.76GHz which is a 5% overclock. There's the few games that are able to fill the 8GB VRAM buffer, but those are only at 1440p or 4k which you probably aren't targeting with a 7600 anyway.
The only benefit you get from buying new, if you're smart about buying used, is the knowledge that they're guaranteed to be trying to screw you. I trust an individual with lots of confirmed trades more than any corporation lol

FYI, if you are going for a blackout or a specific colored rgb build, the light on that model is static and can not be changed. It is simply the name strip on the side that is lit up but it can be seen if you have a window side panel like me

I bought a very similar "refurbished" monitor from Acer and it came with multiple bits of debris stuck inside the panel, a light scratch, and part of the bezel isn't glued on all the way.
You can return it but they won't replace for a different one at the same price

it's 75hz 2560x1080 29" making it the same width and horizontal resolution as my 32" 1440p 240hz primary, just not as tall
panel is IPS and has limited HDR support
my secondary used to be a 22" 1080p tn panel (everything looked blue), now it's a 4k 60hz ips samsung panel
I run it in 1440p tho to save on gpu power, since I never watch anything in 4k anyways
