If you're running a Ryzen CPU then there's the "gear down mode" which will round the CAS up to the nearest even number. Maybe the specs are accounting for this. Also make sure you're running XMP.
GDM is a good thing despite how it sounds, Ryzen has problems running odd number CAS latency at Command Rate 1, so without GDM it would be running at CR 2 increasing overall latency
